Govt creates Corpus fund for Doctors of KBK areas

Doctors of KBK areasOdisha Government have noticed that often doctors and other paramedical staff are found absent in the designated hospitals and sub-centres located in remote areas of KBK and KBK+ areas.

In order to overcome all these difficulties Government have been pleased to provide Corpus Fund to be placed with the Zilla Swasthya Samiti (ZSS) of the District with an aim to motivate the health professionals to stay in remote locations and provide better health service delivery in the remote locations.

Objectives:

  • To retain human resources in remote and inaccessible areas.
  • To provide flexibility at local level for human resource management.
  • To ensure accountability of doctors under ZSS for service delivery.

Amount of Fund to be placed:

Government from time to time basing on the requirement.

Utilisation of Corpus fund: Sum budgetary provision to be utilised especially at remote locations for health care delivery through real time management. Gaps in services that matter for ensuring ideal working conditions for service delivery in health sector need to be analysed by the district administration. At times when funding is not available through regular budgetary mechanism, funds provided in this corpus will address the gaps.

No capital expenditure is to be made out of this fund. No long term commitments are to be made to be met out of this fund.

Indicative list:

(1) Transportation of Doctors, Nurses and Paramedics from CHCs to PHCs-Collectors may devise appropriate route plans for picking up and dropping of The amount of Fund to be allocated to each district will be decided by the It is a rolling fund to be placed with the Zilla Swasthya Samiti (ZSS) as lump

(2) Where ever residential accommodation is not available, this fund may be utilized health personnel from CHCs to PHCs. CHCs may act as hubs. Service delivery at PHCs may be planned accordingly. However in certain cases, it may not be possible for the Health personnel to come back within the stipulated time due to certain unforeseen emergencies. Hence, the timing of transportation shall be flexible so that for the doctor or the nurse who is managing an emergency case would not have to leave early fixed timing of transport. for paying rent, consumable etc. for hostel/dormitory accommodation for nurses, women doctors and other women staff.

(3) Hiring of services of specialists, general doctors and nurses at rates higher than those prescribed by Government keeping in mind the urgency of requirement and exigency.

(4) ZSS may determine rates in order to attract the doctors and nurses to serve in the most vulnerable areas. Human resources can be hired from neighbouring states if required.

(5) Attendance of Health personnel who are provided with·such extra benefits should also be ensured through IT based solutions.

(6) The corpus fund should be used for gap filling activities and should not become a recurring feature.

Procedures for utilization of Corpus Fund

(1) The grants towards Corpus Fund shall be kept with ZSS (Zilla Swasthya Samitee). A separate savings Bank Account shall be opened for this purpose as approved by the Chairperson.

(2) The Collector and District Magistrate shall be the administrator-cum-Chairperson of the Corpus Fund. The COMO of the District will be the Member Secretary of the Corpus Fund and the Treasurer of the ZSS shall be Treasurer of the Corpus Fund. All expenditure shall be approved by the Collector.

(3) The accounting procedures of ZSS prescribed by the NHM shall be followed:

(4) Books of Account for the Corpus Fund shall be a single Cash Book. But a separate Ledger Account to be maintained for different purposes, so that funds position can be easily assessed. All payments should be made through cheques/on-line.

(5) All expenditure shall be recurring in nature only on human resources and shall not be incurred for procurement of EIF/ Drugs & Medical Consumables.

(6) The Corpus Fund Account shall be maintained regularly and it should be opened to Audit by C&A.G. and Internal Audit of H & F.W. Department.

(7) The proposal for utilization of the funds must be discussed and approved in the ZSS.

Monitoring

(1) Utilisation of fund is to be monitored every month by the Collector.

(2) Monitoring of outcomes and interventions made out of this fund is to be done by Collector. Continuous gap assessment and gap filling with essential interventions with this fund will be an essential component of monitoring.

(3) Collector will review the outcome and take necessary remedial measures at 6 monthly interval.

(4) Utilisation of Corpus fund and interventions made out of this fund need to be in public domain for information of general public for proper utilisation of service and social audit.

(5) In case of transportation, route charts with names of the doctors and nurses are to be displayed in the health institution.

(6) Alternate sources of funding should be utilised for management of patients like emergency transport, drugs, diagnostics, etc effectively.
